“十三五”建设“网络强国”

在党的十八届五中全会通过的《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》中，建设网络强国的提法引起了社会各方面广泛的关注。技术实力和网络安全管理，更成为许多管理部门的关注焦点。

在刚刚结束的十八届五中全会上，会议审议通过将“网络强国作为“十三五规划的重要战略。

网络强国（Internet power），目标在于治理现代化，是以技术升级带来治理转型。Power作名词除了指“权力以外，也可以指在世界范围内颇有影响的“强国，比如economic power（经济强国），superpower（超级强国）等。

十八届五中全会会上指出：实施网络强国战略（Internet power strategy），实施“互联网+行动计划（Internet Plus action plan），发展分享经济（sharing economy），实施国家大数据战略（big-data strategy）。

因为国家政策的支持，互联网的迅速发展已成为国家经济发展驱动力。此时正是推动网络强国战略，迎接挑战（rise to the challenges），抓住宝贵发展机会（seize the valuable opportunity of development）的时候。

今年年初，关于发展信息经济（information economy）和网络经济（Internet economy）的政策相继推出，5月份推出的中国制造2025（Made in China 2025），7月推出的互联网+等等，这些政策形成了网络强国战略的重要内容（the major content of the Internet power strategy），也有利于我国实现网络强国这个目标。
